PF Admin Charges and EDLI in CTC — Mandatory, Optional or Employer Choice?

A recurring debate in HR and payroll teams — should PF Admin charges and EDLI be shown as part of CTC, or kept out entirely? Here's what the law actually says.

Both PF Administrative charges and EDLI charges are, by law, entirely employer-borne — never deducted from an employee's salary. There's no statutory rule mandating or forbidding showing them inside CTC, because CTC itself isn't a legally defined term — it's an HR/accounting construct. Including these employer costs in CTC is legitimate and common practice, provided they're never actually deducted from take-home pay.

Current Rates (verify against the latest EPFO circular before finalising payroll)

→ EPF Admin charges (Account 02) — 0.50% of PF wages, minimum ₹500/month per establishment (₹75/month for nil establishments) — in force since 1 June 2018, entirely employer-borne
→ EDLI contribution (Account 21) — 0.50% of wages, capped at ₹15,000 wage ceiling (max ₹75/month/employee) — always employer-only, never an employee deduction
→ EDLI Admin charges (Account 22) — reduced to NIL from 1 April 2017 (Notification S.O. 828(E), 15 March 2017)
→ Total employer PF-related outgo today — roughly 13% of PF wages (12% PF + 0.5% EDLI + 0.5% Admin), subject to applicable wage ceilings

Why Many Companies Still Show It in CTC

CTC is generally understood as the employer's total annual cost of employing a person — and PF contribution, EDLI premium, and Admin charges are genuine cash outflows tied to that employment. Excluding them understates the true cost of employment for budgeting purposes. The safeguard is transparency — these items must be shown clearly as employer contributions within the CTC breakup, never reducing the employee's gross or net pay.

The Real Compliance Risk

The risk isn't showing these costs in CTC — it's inflating the CTC figure with Admin/EDLI charges while ALSO deducting an equivalent amount from the employee's monthly salary. That amounts to unlawfully passing an employer-only statutory cost onto the employee. Some compliance advisors instead recommend treating Admin/EDLI charges as a pure P&L expense outside CTC. Either approach is acceptable — the law doesn't mandate one over the other.
